South Holyoke Revitalization Strategy
Completed in March of 2008, the purpose of the South Holyoke Revitalization Strategy was to mobilize the community residents, organizations, businesses, and municipality in a shared effort to a transform the South Holyoke neighborhood into a more desirable place to live and work. It also inspired, and many of its recommendations fed the Holyoke Center City Vision Plan of 2009 and the Urban Renewal Plan of 2012-2013.
The Urban Renewal plan
The Holyoke Redevelopment Authority prepared an urban renewal plan titled “Connect. Construct. Create. – A plan to revitalize Center City Holyoke.” Its primary purpose was to promote economic development and growth in Holyoke by capitalizing on the City’s unique characteristics, ‘connecting’ people and places; ‘constructing’ public infrastructure and a diverse stock of commercial, residential and industrial buildings; and ‘creating’ a more vibrant and prosperous Center City. Urban Agenda documents
To pursue the goals of Area 8 of the Urban Renewal Plan, the Holyoke Redevelopment Authority (HRA) secured $150,000 of predevelopment funds from the Massachusetts Department of Housing and Community Development's (DHCD) Urban Agenda grant program. In 2017, the HRA contracted with the Holyoke Housing Authority to coordinate the work. The product includes a pattern book, market study, Phase I Environmental, geotechnical report, utility service evaluation and a topographic study.
HRA Annual Reports
The Holyoke Housing Authority prepares an annual report for the Holyoke Redevelopment Authority every year in October.
MASTER PLAN
The Master Plan strives to incorporate the feedback of stakeholders, build on past studies that have led to this point, and create a plan that is feasible and favorable to the local community. This document represents a coordinated effort of the HRA, HHA, neighborhood organizations, other city leaders and departments, and the projects’ architect. It carefully considers the area’s physical, economic and cultural context, and crafts responsive, practical redevelopment proposals.
